Consultancy Opportunity for Job Seeking and Online Business Review and employability skills Training for the Youth.

1. Background

DCA Kenya country programme has been implementing youth economic empowerment directly and through partners in Turkana West targeting refugee and host community youth. The focus has been on nurturing talents, leadership development through youth parliament, and providing business training adopting a blended learning[1] approach. DCA has made strides in preparing youth for self-employment by providing business and entrepreneurship skills development, mentorship, and linkages and is in the process of developing a capitalization model for youth entrepreneurs. Further, DCA hopes to leverage the power of ICT and digital platforms to promote online business for youth entrepreneurs in Turkana West.

DCA also recognizes wage-employment as another pathway for youth transition to the labor market. While there exist many skills-building interventions for youth in Turkana West, the transition to the labor market remains one of the biggest challenges to youth economic development. Even with technical skills, youth find it difficult to navigate the work environment to tap into the available job opportunities attributed to inadequate work readiness skills useful during employment search and consequently sustaining a job. To fill this gap, DCA will be rolling out a work-readiness and employability skills training program for refugee and host community youth graduating from colleges and other technical skills training programs. To close the loop, DCA will be organizing private sector forums drawing potential employers to expand employment avenues and linkages for the youth beneficiaries.

In this regard, DCA is looking for a multi-sectoral consultant to;

a) Carry-out a review and mapping of job seeking and online business and engagement platform ecosystems in Kakuma targeting refugee and host youth and recommend a training/capacity building approach/model.

b) Prepare appropriate training content and materials & Conduct employability skills training in Kakuma for two (2) test cohorts of at most fifteen (15) participants each, targeting refugees and host community youth.

c) Orient the relevant DCA staff on the training materials used and how they could be adopted for DCA digital training platform.

d) Make recommendations for future employability skills training program cohorts.

2. Purpose & Objectives of the consultancy

The purpose of this assignment is to expand opportunities for business and access to employment through online business platforms and work-readiness and employability skills programs respectively for youth in Kakuma. The assignment entails reviewing the online business and job-seeking ecosystem in Kakuma, developing and customizing training materials for youth on work readiness and employability skills, undertaking two (2) test cohorts through the work readiness and employability skills training program, induct DCA staff on the use of the training materials to advance the employability skills program, and provide recommendation for future employability skills training cohorts. The key objectives of the consultancy are;

  1. To conduct a review and mapping of job seeking and online business ecosystem in Kakuma with an aim to recommend;

a. An approach to support youth entrepreneurs to leverage the use of online business platforms with a keen focus on developing/adopting a youth-driven and youth-centrered online business platform. The approach should highlight the challenges and opportunities for youth engagement in online business platforms and a skills inventory required for this engagement within Kakuma jobs ecosystem.

b. An approach to deploying work readiness and employability skills program including training and job linkages.

  1. To develop work readiness and employability skills training materials fit for youth in Kakuma.

  2. To roll-out the training package using adult learning methodology to 2 cohorts of at least 15 youth participants each ensuring they acquire the relevant employability skills including developing and refining their CVs & cover letters, and conducting simulated job interviews.

  3. To ensure DCA project staff are familiarized with the training guide through induction sessions including how the content could be adapted for a digital training platform

3. Scope of Work

The consultant will conduct a review and mapping of online business & engagement platforms and job-seeking ecosystem specific for Kakuma considering Kenya and other relevant contexts. The consultants will then provide recommendations on 1) An approach for DCA to support youth entrepreneurs on the usage of online business platforms with a keen focus on developing/adopting youth-driven online business platform highlighting the challenges, opportunities and an inventory of skills required for online business engagement, and 2) Model for deployment of work readiness and employment skills training program. On the recommended work-readiness and employment program approach, the consultant will develop training materials fit for training youth seeking wage employment. The consultant will then deploy the training program to two (2) test cohorts of at least 30 youth participants using the training materials developed. Finally, the consultant will induct relevant DCA staff on the use of the training materials to advance the work-readiness and employability skills program and provide recommendations for engaging future cohorts.

4. Time Frame

This exercise will take at most twenty (20) working days in October, 2020 inclusive of preparation time, information gathering, synthesis, report writing training the cohorts, and induction o DCA staff.

5. Deliverables

This assignment will result in developing two approaches 1) Model to support youth entrepreneurs on the usage of online business platforms with a keen focus on developing/adopting youth-driven and youth-centred online business platform including the challenges, opportunities and inventory of skills required to engage online and 2) Model to deploy work-readiness and employability skills package targeting youth in Kakuma. The deliverables for this assignment will be;

· An inception report including the work plan, detailed methodology or approach for the review and synthesis of the current online business and engagement platforms, and job-seeking ecosystem in Kakuma.

· Presentation of preliminary findings with appropriate approaches and key considerations for online business & engagement platform, and work-readiness and employability skills both targeting refugee and host youth in Kakuma.

· Training guide on work-readiness and employability skills fit for youth.

· Final report entailing the approaches (use of online business & engagement platforms for youth entrepreneurs and work-readiness and employability skills package), end of training addendum, and recommendations for future training cohorts.

6. Methodology

· Review of the current online business and engagement platforms ecosystem for youth and review of the current job-seeking ecosystem in Kenya and Kakuma targeting refugee and host youth.

· Interviews with key informants in Kenya and Turkana West.

· Review of existing work-readiness and employment skills training modules for customization to fit the youth in Kakuma.

· Feedback sessions with the youth users and DCA staff during the training of test cohorts and induction respectively.

However, the methodology above should not limit the interpretation of the ToR. The consultant can propose a methodology relevant for this assignment.

7. Desired Qualifications

· Education: A multi-disciplinary consultant(s) with a master’s degree in a relevant discipline in Youth Entrepreneurship, Business Management, Business Administration, Organizational Development, or any other related Social Sciences (or equivalent).

· Experience: At least 5 years’ experience in conducting consultancies and research in digital businesses and work-readiness and employment training models in the humanitarian and/or development sector.

· Expertise: Proven expertise in undertaking employment and business ecosystem review and analysis, and developing digital business and employability skills training and support models. Proven expertise/experience in innovative project design, organizational development, and program modeling is an added advantage.

· Demonstrated experience in developing youth-friendly training guides and conducting youth-targeted training on employability and work-readiness skills program.

· Understanding of youth employment patterns in Kenya, including policies and guidelines relevant for forced immigrants.

· Understanding of online business environment in Kenya.

· Proven project design/development experience, multi-stakeholder engagement, leading training inductions, and orientation sprints/workshops.

· Excellent communication, analytical, and process moderation skills and able to interact with participants across contexts.

8. Assessment management and values

For this assignment, consultants are expected to familiarise themselves with and adhere to the DCA Code of conduct for contractors (ethical principles & standards). Please refer any questions or emerging issues to the DCA Kenya Head of Program (patrick.kenya@dca.dk).

The general terms and conditions of this consultancy are:

· Professional fee: The consultant(s) will be paid professional fees in accordance with this TOR and within DCA’s approved rates.

· DCA will cover ALL the consultants’ costs related to carrying out this assignment as defined in the final signed contract.

· Withholding income tax payable to the Government of Kenya (GoK) shall be deducted from the consultants’ fees during payment. Different tax protocols apply for Non-Kenyan consultants.

· A contract will be signed by the consultant(s) before the commencement of this consultancy which will detail additional terms and conditions of service, aspects on inputs, and deliverables.

· A full term of consultancy: document review, training, induction workshop, and report writing should not exceed the stipulated number of days.

9. Structure of the Proposal and Submission Guidelines

All expressions of interest should include:

Technical Proposal highlighting: a brief explanation about the consultant(s) with evidence of previous experience in this kind of work; the profile of the consultancy firm to be involved in undertaking the consultancy; understanding of the TOR, the task to be accomplished as well as draft consultancy framework and plan and details of at least three similar assignments/pieces of work undertaken.

Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees related to the consultants as well as including accommodation and living costs; transport cost, stationeries, and supplies needed for data collection.

[1] Blended learning is an approach to education that combines online educational materials and opportunities for interaction online with traditional place-based classroom methods.
